Оптимізація митного забезпечення взаємодії учасників глобальних ланцюгів постачання

Abstract

Основним завданням сучасних інформаційних технологій є управління інформацією в митній системі з метою підвищення ефективності митного оформлення та контролю, створення сприятливих умов для учасників зовнішньоекономічної діяльності та одночасно максимізації порушень митного законодавства. У сучасних умовах без використання інформаційних технологій практично неможливо зробити розмитнення швидким та прозорим. Основним напрямком розвитку інформаційних митних систем є впровадження технологій електронного декларування, інтегрованих із системами управління ризиками. Питання автоматизації частково вирішуються в рамках єдиної автоматизованої інформаційної системи (ЄАІС) Митної служби України. При цьому в ЄАІС реалізуються лише деякі окремі завдання, такі як автоматизація функцій введення інформації, її обробки, зберігання, контролю, формування звітів та іншої інформації та довідкових документів про діяльність митних органів. Основним змістом інформаційно-технічної політики є цілеспрямована діяльність Митної служби України з інформатизації митних органів та забезпечення функціонування об’єктів інформаційно-технічної інфраструктури. Інформатизація митних органів є самостійною та пріоритетною діяльністю Митної служби України та є процесом впровадження сучасних інформаційних технологій у митний бізнес. Об’єктом даної дипломної роботи є процес оптимізації митного забезпечення взаємодії учасників глобальних ланцюгів постачання. Предметом дослідження є сучасні інформаційні технології, що використовуються у митній діяльності. Метою даної роботи є вивчення можливих перспектив розвитку та використання найближчим часом технології, за допомогою якої митні органи зможуть якісніше виконувати свої завдання. Для досягнення цієї мети необхідно вирішити наступні завдання: - розглянути стратегію розвитку державної митної служби України, а також визначити основні напрямки модернізації митних органів; - розглянути ефективність впровадження ЗДП (загальна декларація прибуття); - визначити поняття інформаційних систем та інформаційних технологій; - визначити цілі, завдання та значення інформаційних технологій у митній галузі; - визначити основні напрями удосконалення митної служби України; - визначити, які митні операції виконуються з використанням інформаційних систем та технологій; - визначити ефективність роботи ЕД2 та шляхи її подальшої модернізації; - розглянути питання штучного інтелекту, як механізму зменшення впливу людського фактору при оформленні експортних/імпортних декларацій; - розглянути проблеми впровадження інформаційних технологій та вдосконалення інформаційних систем на митниці. Методи дослідження. У ході роботи були використанні такі методи: структурно-логічний аналіз (для побудови логіки та структури дипломної роботи); загальнонаукові методи аналізу й синтезу (при дослідженні діяльності митних органів); статистичний аналіз (при обґрунтуванні підходу до проведення аналізу та оцінки діяльності митних органів в Україні); системно-структурний (для визначення основних тенденцій розвитку перспективної архітектури інформаційних технологій в Державній митній службі України). Наукова новизна одержаних результатів полягає у вирішенні актуальних науково-практичних задач формування оптимального митного забезпечення учасників глобальних ланцюгів постачання на основі удосконалення інформаційних систем і технологій в митній галузі.

The main task of modern information technologies is to manage information in the customs system in order to increase the efficiency of customs clearance and control, creating favorable conditions for participants in foreign economic activity and at the same time maximizing violations of customs legislation. In modern conditions without the use of information technology it is almost impossible to make customs clearance fast and transparent. The main direction of development of information customs systems is the introduction of electronic declaration technologies integrated with risk management systems. Automation issues are partially addressed within the framework of the Unified Automated Information System (UAIS) of the Customs Service of Ukraine. At the same time, the UAIS implements only some individual tasks, such as automation of information entry functions, its processing, storage, control, generation of reports and other information and reference documents on the activities of customs authorities. The main content of the information and technical policy is the purposeful activity of the Customs Service of Ukraine on informatization of customs authorities and ensuring the functioning of information and technical infrastructure. Informatization of customs authorities is an independent and priority activity of the Customs Service of Ukraine and is a process of introduction of modern information technologies in the customs business. The object of this thesis is the process of optimizing the customs support of the interaction of participants in global supply chains. The subject of research is modern information technologies used in customs activities. The purpose of this work is to study the possible prospects for the development and use in the near future of technology that will allow customs authorities to better perform their tasks. To achieve this goal it is necessary to solve the following tasks: - to consider the strategy of development of the state customs service of Ukraine, and also to define the basic directions of modernization of customs bodies; - consider the effectiveness of the implementation of ZDP (general declaration of arrival); - define the concepts of information systems and information technologies; - determine the goals, objectives and importance of information technology in the customs industry; - to determine the main directions of improvement of the customs service of Ukraine; - determine which customs operations are performed using information systems and technologies; - to determine the efficiency of ED2 and ways of its further modernization; - consider the issue of artificial intelligence as a mechanism to reduce the impact of the human factor in the issuance of export / import declarations; - to consider problems of introduction of information technologies and improvement of information systems at customs. Research methods. In the course of the work the following methods were used: structural-logical analysis (to build the logic and structure of the thesis); general scientific methods of analysis and synthesis (in the study of customs authorities); statistical analysis (substantiating the approach to the analysis and evaluation of customs authorities in Ukraine); system-structural (to determine the main trends in the development of promising architecture of information technology in the State Customs Service of Ukraine). The scientific novelty of the obtained results lies in solving current scientific and practical problems of forming the optimal customs support for participants in global supply chains based on the improvement of information systems and technologies in the customs industry.
